Would we go after a newspaper who published a bum classified?  E-bay is 
providing a means of communications and trade, not the item itself. Yes, 
E-bay/PayPal provides a means of transaction, but at arms length.  You 
are not purchasing from PayPal or E-bay, but from another entity.

I am hard-pressed to find any reason to complain to them.

"Wire fraud" is a crime just about everywhere I suspect. 
Misrepresentation of what is being sold versus what was delivered could 
most certainly be considered a crime (may rise to a criminal level if 
above a certain amount).  Why not go after the creep via authorities in 
their country?
