No, i'm thinking Liberty ships and contract civilian ships, what they had for harbor radios.
Maybe most of them didn't have; or we'd see more of the radios around.  I don't think your
average cargo ship had TCS, did it? Some in convoy use only had LF CW radio and then maybe
a TBY besides.
