I could only speculate.  Light comms could be done
with planes large enough to have more than a just
a pilot.

All ships did have HF, but this would have been the
domain of the Radiomen, not the OOD on the Bridge.
Smaller ships did not normally have remote boxes
on the bridge for HF gear, having few, if any,
patch panels in Radio Room for that purpose.

Capital ships did have remote boxes for TDQ/RCK operation.

Although a moot point, the "small boys" later on received RED
rcvrs (URR-13) and TED xmtrs specifically
for air comms.
