I'm not a prop jock, but it looks like a three channel throttle valve
for adjusting the flow of hydraulic fluid into the booster servos for
the control surfaces of a fairly large plane. By limiting the fluid
flow, the action of the control surfaces could be made faster or slower
in response to a command. It's like the hydraulic version of an
adjustable current limiter.
