I can only guess.  Systems with JAN nomenclatures of AN/Bxy-# are submarine systems, while AN/Wxy-# systems are both sub and surface ship application.  There should always be a *lot* more AN/Wxy-# equipments out there, compared to AN/Bxy-# equipments.  I suppose that is one reason why it's pretty easy to come across an AN/WRR-3, but not an AN/BRR-3.

More than 100 Cold War-era US nuclear submarines have been scrapped during the last 25 years.  I don't know where their comm equipment is going, but I wouldn't be too surprised if most of it isn't being purposefully destroyed rather than released, especially if it had an AN/Bxy-# nomenclature (We had a special HF transmitter with a BRT nomenclature that I doubt would ever be surplused).  In any event, there wouldn't be too many AN/Bxy-# items in existence to be released.
