[Milsurplus] More ART-13B info

On the T-47A / ART-13 the same hole has a phone jack in it with a 
cover.  Could it be these panels were manufactured to accommodate either 
model and when used with the ART-13B it had a cover on the hole and a 
previous owner removed that cover and installed a toggle switch?
