[Milsurplus] Manuals restrictions

A lot of stuff has been reclassified as restricted. Recently there was
an article about the desire to reclassify cold war era missile
technology. With events in Iran, perhaps this is not a bad idea,
although it is kind of like closing the barn door after the horse has
escaped.
As to whether they "can" retroactively restrict, of course they can.
