I bet there was probably enough of the HF based infrastructure around,
and the /GRC-9 was a good solution to use until all the FM stuff was
in place. It apparently was ready for World War 2 (it shows up in fine
detail in the last wartime SIG-5), but obviously did not see real
production until afterwards. Perhaps the military resurrected the
design?
