Good or bad, I'd apply B+ slowly and keep a watch on the caps. No filament
voltage during this reforming process, BTW. If the current is excessive or a cap
gets warm or  hot, it's likely bad. Otherwise it's likely OK. By slowly, I mean
perhaps a 25 volt step every 1/2 hour.
