[Milsurplus] LM-7 Questions

I came into the possession of a LM-7 Frequency Meter. It is complete and I 
would like
to power it up.

The http://hereford.ampr.org/millist/m17.html list gives the power 
requirements as 14/28 & 200-260/260-475 VDC.
Are there internal junpers to change the A & B voltage ranges from 14 & 
200-260 vdc to 28 & 260-475 VDC?

I'm doubtful about state of the capacitors. The rubber insulation on the 
bathtub capacitors is sticky.
IS this an indiction that the capacitors are gone may fail if I apply 
voltage.

Would anyone have a copy of the schematic?
