As for low power, consider 15 watts or so from the RS-6 on 14 MHz on up.
That covers a good bit of milage.

I don't know the wattage on the TRC-77 but it's lower frequency range,
ruggedness and packability definitely mark it as a tactical set. The USA military
didn't have much in the way of packable low-power cw stations but our 
allies and enemies in the earlier war, WW2, certainly did. -Hue Miller
