Sometimes it is possible to get an experimental license for things like
this. Part 5 of the rules. I know someone who has such a license to operate
on 44.1 MHz with Wideband (broadcast) FM to duplicate the original Armstrong
transmissions. But one really as to have their ducks in a row and comply
with the Experimental rules. Waivers not usually required, but there are
