[Milsurplus] Reluctance for ebayers to sell overseas

I've noticed that you are quite correct regarding some German sellers.  I
recently won an auction bid for some SEM-25 equipment, and even though the
seller claimed to ship worldwide, he completely ignored me after the
auction.  no reply what soever, even after a half dozen inquiries.  I
sometimes wonder if there are political overtones involved.  I guess a guy
can sell to whoever he pleases, I'm not going to condemn anyone for their
personal policies.  I am always careful to check the munitions list before
selling anything, and I will not list any newer mil gear online, nor will I
sell it to someone I don't know, but lets face it, the rules are completely
inconsistent.  I had to wait over a year for a end user certificate for an
item I bought from DRMO that was not even a military item!
