[Milsurplus] Lead solder banned?

I too have been using google to search for storage of lead solder and while 99% of the links talk about replacements or health hazards this one talks of an extension to 2010 because there is no adequate lead free substitute.

This one gives the shelf life for flux core as 2 years.

Anyone know why?

I really thought lead solder had already been banned.  It is hard to find out here in the sticks and what I have seen is NOS.
