In the case of the TCS cables, it's residue from the protective wrap they 
were originally packaged in.  Although I've never had TCS cables with the wrap 
still on, I've had them with the green paste.  And I've had cables for other 
sets of the same era with the wrap.  And when I removed the wrap, found the same 
green paste between layers and on the connectors.  I will comment that it's 
much easier to clean off right after you've removed the wrap than it is after 
30-50 years exposure to dirt and the atmosphere with the wrap gone!!!
