These units, sometimes called "Land Line Control Units", were fairly 
common for the big stuff found at shore staions. I have a small pile, 
although not of this CNR type, made for various sets like TAB, TBA, TBK, 
TBM. Maybe the Navy needed a few for TBWs, as the "normal" LL Control 
Units are completely overengineered and weigh about as much as a TBW.
