Good question.  One answer might be that this is for use at a location 
presumably with 60Hz power (like a command post with a generator), to 
key a TBW at a remote location to avoid DF or for the TBW operator to 
accommodate more than one remote location.  No indication of how the 
keying is accomplished.  The note below is the extent of the writeup in 
the NAVSHIPS.  Sez nothing about RTTY.
