[Milsurplus] ID'ing a unit

Why would they use a 115V 60 cycle unit with a TBW transmitter which takes
115V 800 cycles? Also the TBW has it's own (very large) keying relay, not
conducive to high speeds. And, the keying speed of 50 WPM doesnt jibe with
RTTY speeds, not to mention that the TBW would make a lousy RTTY
transmitter. How would you shift the RF freq?
