This is no doubt a big reason, but I think another big reason is that the
surplus dealers just did not buy them. Most conversion hams did not use
any mounts (who needs 'em?), so the dealers did not waste their money. If
they did get mounts, they probably were sent to the scrapper, rather than
take up needed shelf space.
