If it mounts in a Bud cabinet, you certainly have a repaneled receiver.
I also have a BC-348 for which some previous owner manufactured a
whole new front panel. Probably the only reason was to make it rack
mountable. In your case, i cannot guess why, except maybe to make
it look less like an ex-military surplus set. Yes, people did that, removed
nameplates and such. Seems like a waste of time, but it  beat being a
drunkard or juvenile delinquent, and the worker got a lot of tool practice.
