Maybe the very smallest ships had 4 sets, but something even as small as 
a DE probably had more like 8 or 10 minimum, even early in the war.

There were generally two radio rooms as a minimum (for DEs and larger), 
plus radios scattered in other places - RAOs and RBHs tended to find use 
in CIC.
