Westover ARB, Mass.) for secure-voice radio check; they switch to freq  11220

11220 kHz USB 2054z: HF-GCS Station "Puerto Rico" wkg "Rodd 03" (C-5A,  
Westover ARB, Mass.) for secure-voice radio check; Puerto Rico  asks for the 
short title of the crypto Rodd 03 is using; then asks if  it is 543; says they 
are getting a Fail Key indication; Rodd 03 says they will  report that to 
our CP at Westover. (02/Jan/2013)(ALS)
