[MilCom] MIL: 11175.0 - SHADO 99 and AQELA 21

     11175.0 was active at 1910z with SHADO 99 (good levels here)
calling MAINSAIL "with request" a couple of times with no response.

     11175.0 was active at 1915z with AQELA 21 (fair levels here;
spelled callsign) calling MAINSAIL and raising PUERTO RICO (unheard
here) for a phone patch to a DSN 263 number id'd as AQELA OPS.  AQELA
21 passed "SHADO 99 is RTB for [garbled]" and gone.
