[MilCom] MIL: 15016.0 - ALLSTATE

      15016.0 was active at 2102z with ALL STATE (fair under high local 
noise; heard earlier in local day as "offutt", "alsaice" and "all stations" 
due to muffled audio and lower signal level) bcsting the 33-character 
AGSJYY and simulcasting same on at least 11175.0 (fair) with nothing heard 
on 8992.0.  H+00/h+30 activity but incrementing by one minute per hour over 
the past two hours.

      8992.0 was active at 2105z with [too weak to id but suspected OUT 
FACE; weak/often unreadable] bcsting AGSJYY with nothing heard on 11175.0 
or 15016.0 (probably too weak here).  H+05/h+35 activity.

      11175.0 was active at 2110z with NEWSCAST (good/fair) bcsting AGSJYY 
and simulcasting same on at least 8992.0 (weak/barely readable) with 
nothing heard on 15016.0.  h+10/h+40 activity.
