[MilCom] 11175.0 - MANGROVE

      11175.0 was active at 2040z with MANGROVE (weak/sometimes 
unreadable), and again at 2110z (heard on 8992.0 [weak/readable] and 
11244.0 [fair] with his "standing by for traffic" statement.  He's been 
active with same for at least 8 hours.  24 hour alerts? The last week of 
October is almost always busy with exercise related activity.
