[MilCom] MIL: 8992.0 - MANGROVE and OFFUTT

      8992.0 was active at 2310z with MANGROVE (weak/fair levels here) with 
his "standing by for traffic" statement, simulcasting same on 11175.0 
(good).  This raised OFFUTT on 8992.0 (fair) who passed two preambles to 
MANGROVE (U6PWGP; U6VPSQ).  MANGROVE requested a repeat, got it, said "copy 
four oh" (or sounds like) and gone.
