Hello Al & the Group:
Well at Westover Joint Air Reserve Base, since it also is a civilian
airport, they never had a restriction either on either landings or low
approaches. However, civilian aircraft cannot do touch/goes and upon
landing must taxi to the civilian terminal to pay there fair. After 2300
hrs local, the tower closes and so does the runway and it becomes
uncontrolled airspace.
Overall miliary & civilian security have not been very receptive to
hobbyists parking next to any of the fence line areas, even on the civilian
side of the field. That's the way it is and probably won't change in the
future. I'll be very interested to see how they handle the on base parking
of civilian vehicles this year for the upcoming air show.
