I've only been aware of this and the LWCA reflectors a few years, but I 
can read the the stated purpose of Lowfer 
(http://mailman.qth.net/mailman/listinfo/lowfer), which is:

Lowfer is a mailing list (reflector) devoted to the discussion of 
Lowfer, the 1750m band (160-190khz), the European Lowfer bands and the 
United Kingdom's new 73khz band, as well as MedFer Activities in the 
1600-1700 khz band.

Nothing about Hifers there. From the name, it seems fair game to 
occasionally comment about other below-540 kHz activity like Navtex, 
DGPS, NDBs, and VLF signals, and I do so. Personally I don't care if 
Hifers are also discussed, but others might not like so much off-topic 
discussion so that's why I suggest using http://lwca.org/mb/. I also 
don't enter Hifer wspr reports to the WSPR Spot Database because awhile 
ago some users there got bent out of shape with reports involving 
frequencies that weren't in bands provided by the software (pathetic).

I second John's suggestion to use both Lowfer (I only use the archive, 
which is a web page) and LWCA/mb.
