[Lowfer] hiFER's 2-8-16

Lowfer reflector should not include HF operation."

I remember.  I also remember the discussions and when it was decided that 
this would also be the HiFER reflector and due to the low traffic, it 
wouldn't be an issue.  This was after a dedicated HiFER reflector failed, 
also due to that low traffic volume.
