Heavily top-loaded multiple vertical radiators were not exactly new to LF in
1980. Only the names have been changed to protect the patent applicants.

Continental was looking into the concept for mediumwave broadcasting,
primarily. I don't know of any PARAN systems currently in operation by
broadcasters in the US. Some were installed overseas that may or may not
still be around, but I no longer recall where.
The numbers in this document were all calculated rather than measured, and
scaling MF-based data that far down in frequency is not always reliable.
The authors even cautioned, "Since no actual test data is available on this
antenna in this application, arrangements should be made to build and test a
prototype." I wonder if that was ever done, given that the project itself
was never implemented? It'd be fascinating to see the results, if it were.
When I first opened the document, I was hopeful it might shed some light on
the sorta-G-men who visited our TV transmitter site in Georgia somewhat
earlier. They were contractors for the Air Force, though, doing a study for
what eventually became GWEN. From the questions they were asking, it
appears they initially might have been exploring some of the same ideas FEMA
was in this study. As we know in retrospect, however, they eventually
decided their needs would be better met with hardened, non-shared sites.
I wonder if FEMA would have QSLed?
