[Lowfer] Argo and Spectran under Windows 8.1

Try installing them in their own folder at the root of the C:\ drive NOT 
in the c:\windows\program files  or what it is called.

For example, C:\argo  and c:\spectran

The "program files" folder is "special" and this seems to solve a lot of 
run issues with programs that Windows is not very happy with.
