[Lowfer] Argo and Spectran under Windows 8.1

Thanks to everyone for your comments.

I have Argo and Spectran running under Vista ok.  I did that by creating a 
"C:\apps" folder and installing Argo, Spectran, etc to it.  That way they didn't 
run into issues with Vista's "protection" of system folders.

Saw that on a forum some 2-3 years back.   Might have even been here when I was 
working on putting Argo on to look for QRSS beacons...

Well, if anyone has more comments, let 'em rip!   Looks like I'll be picking up 
the laptop today.  Fingers crossed.
