I would agree with David's observation, looks like one of the Russian 
FSK transmissions. I have noticed them on this frequency before.

Also, 21.1 kHz was active too, you can see a short bit around 11:05:30 
on your screen grab.

Also of note, conditions seems pretty good last night. I was seeing the 
Russian Beta Time signal broadcasts as well. I usually see the 07 and 09 
UTC broadcasts quite well but I also noted at 06 and 10 UTC too. And on 
your screen grab you will see some other unusual activity on the BETA 
Time signal frequencies (25.0, 25.1, 25.5, 23.0, and 20.5) The right 
sequence of frequencies but very short duration.  Perhaps some 
maintenance taking place.
