Anyone know an ID for a signal at 24.1 KHz?

18.6 been used by TACAMO (and before that was Jim Creek WA frequency before
they moved to 24.8.)
I have heard often a Russian tune up on 18.6 and then apparently sometimes
switch to 18.9.  Since it switched to what looks like a carrier before going
off, looks like a Russian is most likely.
