[Lowfer] 18.6 kHz

I think I have also seen TACAMO with carrier also but do not recall as not
something I would pay much attention to.  Of course seeing if the shift was
50 Hz (TACAMO baudot) or 75 Hz (Russian T600) would help.   I do see just
about nightly (around 0300-0500 UTC)  a Russian carrier key up on 18.6
followed shotly later by fsk on 18.9.
