[Lowfer] Lowfers in NE IL

Storms off the East coast made for a noisy monitoring night. Got a late
start but had two instances of ARGO running from about 0700Z to 1215Z,
one centered on 185.3 kHz at QRSS30 and one centered on 186.85 kHz at
QRSS20. That ruined the possibility of capturing simultaneous results so
next time I'll run them both at QRSS30 rate, even though that will make
separating the Morse characters of SJ difficult.

Lowfer SJ started strong but quickly faded and only traces were seen for
the rest of the night. Lowfer WM was just noticeable at the start when
SJ was good but picked up strength as the night wore on. Lowfer BR
apparently hung in there fairly well the whole night (it was strong at
0630Z and still CW copyable at 1220Z).
