Jay, a simple, cheap way to cycle an existing lowfer would be to program 
a 555 timer (or multi-stable vibrator circuit of your choice) for a 
2-hour period and use it to control a relay passing battery voltage to 
the lowfer ON/OFF. If frequency stability was a concern the frequency 
source could be continuously powered and it's RF output switched to the 
lowfer PA or a dummy load by the proposed relay. I went with an 
elaborate uP timer instead so I could set the actual time and not 
necessarily do the same thing every day. No doubt there are many simple 
arrangements to cycle a lowfer on and off at a rate slow enough to allow 
DX reception on the frequency by nearby listeners.
