Todd, I saw that message too. It won't hurt to report a GPS problem but 
I think those tests involve the DGPS stations on 285-324 kHz, not Navtex 
transmitters on 518 kHz. Navtex messages do often report various DGPS 
stations as "unreliable", presumably because of equipment failures. 
Those messages alert users with equipment that refines their GPS 
navigation data with DGPS information, that certain DGPS stations should 
be temporarily ignored.
