Attached is a capture I made when the interference returned while  New 
Orleans was decoding. The Spectrum Laboratory window at the bottom right  
shows the interference is at audio frequency 1615 Hz; i.e., exactly the  
mark frequency for Navtex (centered at 1700 Hz with 170 Hz shift). I  
agree it seems one of the Navtex transmitters has failed in a manner  
that puts it on without modulation. If so the problem is not New Orleans  
since the SpectraVue waterfall on the left shows it continuing to send  
mark/space data (which can no longer be decoded since the audio output  
is pegged to the mark frequency). I wonder if perhaps it's the  
transmitter for the Great Lakes region, $04P at Thunder Bay, Ontario,  
since it's so strong here and at VE3EAR, even during the day.  
Regardless, if it's heard in Oregon it must be wreaking havoc with many  
maritime receivers.

Hi Garry,
If the problem transmitter is for the Great Lakes Region then the  
transmitter is
from the Canadian Coast Guard which means it is a Canadian problem.
