[Lowfer] Decoding HBG with MultiPSK Clock

You are right: The low-rate data for HGB and DCF77 are pretty much the
same: I believe that there are some top-of-the-minute and top-of-the
hour differences that MultiPSK apparently ignores.

MultiPSK - along with the inexpensive "Atomic" wall clocks - don't look
at the PSK data on DCF77.

In checking last night, I could "detect" both DCF77 and HBG (I could
*just* hear 'DCF with a narrow CW filter) but they are a far way from
being decodable.

More likely to be decoded on this side of the continent is JJY40: I can
often hear its WWVB-like sound clearly - and MultiPSK will often lock
onto it, but it's not yet been good enough for an error-free decode.
