I have a bunch of oven transformers and used one in a HV supply 
in breaking down the ovens for the transformers I found that roughly
50/50
of them had one side of the transformer winding grounded internal to the
transformer. others you were able to isolate that winding end and use it
in a full wave circuit with out it being grounded to the frame. I never
bothered to check the circuit
but I can see how this could be wired like bill found,, sounds pretty
scary

FYI oven transformers do make good HV transformers with OK regulation
I have a matched pair and would use these in a bridge circuit with the
simulated center
tap grounded ,,,phased to act like one big transformer

But be careful as it aint 12 Volts your playing with
