[Lowfer] Lowfer beacon SIW QRV on 185.185 kHz QRSS30

Thanks to great cold temperature work by Bob, NK9M, a beacon signing 
"SIW" in QRSS30 mode is now active from grid EN51uq on 185.185 kHz. 
Also, thanks to Jay, W1VD for advice on how to match the antenna. I 
mistakenly thought the capacitance offered was too low to tune; in fact, 
it was too high. Transmissions may be intermittent for awhile as we 
figure out how to keep the undersized battery charged. Eventually a 
larger battery and solar panel will be obtained. Also, it's hoped to 
move it to the 185.3 kHz watering hole when a synthesizer running off 
the 10 MHz OCXO is completed.
