Yes, I was only talking about renewals using Form 405. That form does 
allow you to modify emission types and transmitter models, though. But 
if you file modifications on Form 442, and the license term is going to 
run out in the interim, you would be well advised to spend the bucks and 
file a straight renewal. As you point out, that will be granted more 
quickly, and your continued operation in the interim is covered by the 
rule I mentioned earlier.

A truly cynical person would say that the FCC seems to move faster when 
they hear the appropriate number of "ka-chings" for the task at hand. If 
you attempt to save the filing fees, then expect neither speed nor 
sympathy. But you'd have to be really cynical to believe that. <g>
