John,
Just to clarify a point. It's my understanding that 'Renewal' implies renewing an existing licenses with no changes.
If one attempts to modify a license at the time it expires, I believe that is not considered a 'Renewal' in FCC parlance.
Modification generally takes as long as a new application (as Laurence found out when he modified WD2XDW!) Renewals are usually routine and faster.
