Andy,

After reading your message, I just want to be sure that nobody gets the 
wrong idea. The 2400/f rule covers the 9 kHz to 490 kHz range generally. 
The 15 meter/1 watt rule for 160-190 kHz supersedes the general 
regulation, and means that the FCC would not hold you to the 2400/f 
field strength as long as you meet all of the conditions of Part 15.217. 
The assumption is that in the (highly unlikely) instance where the FCC 
pays you a visit, if they observe that you are not complying with any of 
the terms of 15.217, then they will make field strength measurements to 
see if you comply with the 2400/f rule.

And no, I'm not interested in yet another debate about what the FCC does 
or doesn't think. Benign neglect is a wonderful thing...may it long 
continue.
