Hi Andy "volts per metre" is the dimensions of field srength of an EM
signal. The metre (euro spelling!) is the "effective height" of the antenna
and the voltage measured is the open circuit voltage (unloaded). There are
equations that will define the heff of an antenna in terms of its
dimensions, or you can work backwards by measuring the known field strength
from a TX of known ERP. Terman has quite a lot on this.
