I don't know the how and wherefor, but I know that there are some.  I've 
apparently got a house full of them.

Can't say the same for the igniter in my furnace...it sprays noise from LF 
to 30MHz.  But there's no difference in background noise at any frequency 
from 100 kHz up with all my lights on versus all of them off.
