[Lowfer] WMS off again tonight 12-16

CV is iced up and lots of snow and ice in the area and travel is dangerous 
and barley possible.

However I received a very nice capture of CV from Roger , in Duluth , 
Minnesota , from 4:50 a.m. , this morning , so it is still putting out a 
signal , even though had to make some adjustments to the loading . The 
current is not as stable as it usually is either.
