    That's what a lot of industrial repeaters do.  Every few minutes 
they send their call once with a "/R" at about 30 or 40 wpm.  Perfectly 
useful and legal for ID purposes and sure wouldn't be noticed by a 
narrow filter (assume phase coherence is maintained).
