Mike,
The XGR stations and most of the various licenses for 137 kHz have
permission to engage in 2-way communication with Amateur operators.
That's specifically written into the Experimental licenses. One would
assume that the FCC would not simultaneously take the opposite position
for the Amateur ops. Then again, it's the gummint, isn't it? <g>
